Duties:
• Responsible for the growth, profitability, and sustainability of our Infrastructure business in BC through your leadership client management and service delivery within the client commission;
• Act as the key, day to day client interface, ensuring that client objectives are met through the delivery of a value-added services;
• Maintain Effective Communications with the Managing Director, Business Unit Director, fellow Directors and staff;
• Within the client commission acting as Strategic Advisor, providing coaching and mentoring of client executives, and senior management, when and where needed;
• Developing new business opportunities with existing and new Turner & Townsend clients;
• Developing proposals for new work or variations for existing projects;
• Reviewing, thoroughly understanding and where necessary assuring all contract documents align with client requirements;
• Creation and implementation of strategic and financial plans focused on the growth and development of the Business Unit;
• Identifying and acting upon ways to improve internal systems and processes;
• Ensuring compliance with quality standards and participation in ISO audits;
• Preparing Cost Management reports for all asset classes;
• Providing target price contract advisory services drawing upon experience of progressive design and build contracts with target price contract mechanisms;
• Managing and advising on contract incentivisation mechanisms;
• Undertaking research related to construction market conditions throughout Canada, including analysis of official published data;
• Applying Earned Value Management techniques at the outset of a project, and where appropriate, involving Turner & Townsend's specialist Value Management teams;
• Assessing and where necessary challenging invoices submitted by contractor;
• Utilizing the tools provided to keep track of the ongoing margin levels and monthly fee/resource forecasts for each commission;
• Ensuring that post-contract cost variances and change control processes are managed effectively and ensuring the production of monthly post-contract costs;
• Providing clients with professional consultancy and advisory services in the construction, infrastructure, transportation, defence and utilities industries;
• Organizing, directing, planning, budgeting and evaluating the overall operations of client organizations in order to conduct root cause analysis, develop bespoke solutions and policies which establish the direction to be taken by these companies in delivering major engineering projects and programs;
• Ensuring client invoices are accurate and issued on a timely basis. Following-up on accounts receivables where appropriate;
• Identifying and acting upon cross-selling opportunities;
• Representing the company, or delegating representatives to act on behalf of the company, in negotiations, networking events and promotional opportunities or other official functions;
• Providing input into the formal management of Associates, Senior Managers or business unit teams, to include recruitment interviews, input into resource management, and attendance at staff appraisals, selecting middle managers;
• Coaching and mentoring staff, assisting them to achieve professional designations;

Requirements:

• Bachelor’s degree in quantity surveying is required
• Professional Quantity Surveyor (PQS) designation from the Canadian Institute of Quantity Surveyors (CIQS) is required
• 5+ years of experience as a middle manager managing cost commissions for major consulting projects
• Specialization in managing and advising on contract incentivisation mechanisms
• Prior experience providing target price contract advisory services
• Demonstrated knowledge of transit/utilities projects gained through relevant project work
